I assume that William was away from home. One possibility is that he was on a boat on the canals. There was one such boat at the time for which the census return wasn't fully completed. The Master of the boat was George Ayres, and one of the two engine drivers was a William Knibbs. The boat was in Towcester, Northamptonshire at the time of the census, but unfortunately, the details weren't fully completed on the census return form.

I know from William's grand-daughter, Susan Bruce, that one of Willliam's boat was called "Cactus".
